In Nevada, Keegan has practiced law in the areas of real estate, eminent domain, common-interest communities, estate planning & general civil litigation.
She has developed her mastery of real estate law with her experience on the regulation side by serving as Deputy Attorney General for the Department of Business & Industry, Division of Real Estate, prosecuting administrative cases and the resulting NRS 233B petitions for judicial review; defending the agency in litigation matters before Nevada's district and appellate courts; fielding legal questions from public officials and agencies; and provided day-to-day legal advice and representation on public records requests and NRS 38 ADR processes for eligible NRS 116 common-interest communities.
She established herself on the industry side as the Legal Information Line Attorney for Nevada Realtors, the largest trade association in Nevada, where she provided legal guidance to its 20,000+ membership base, and subsequently as Corporate In-house Counsel for Corcoran Global Living, a multi-billion dollar real estate brokerage company, managing the risk management hotline and Nevada & Ohio legal operations.
In Honolulu, Hawaii she specialized in insurance defense focused on medical malpractice, products liability, premises liability, automobile negligence, and 501(c)(3) non-profit organizations.

Keegan holds a bachelor's degree in economics from San Diego State University and Juris Doctor from Vermont Law School, South Royalton.
